Teacher Certification; creates Alternative Certification Program; requires applicant to possess certain educational credentials & aptitudes; requires participating schools to coordinate activities required by program; provides for demonstration of accomplished practices for educators; creates Transition to Teaching pilot program; provides for grant proposals & applications; authorizes DOE to define terms; authorizes certain exceptions, etc. Amends 231.15.
