Compulsive Gambling; authorizes Lottery Dept. to provide funding to establish within resources specifically appropriated & pursuant to specified provision, program for public education, training, prevention, & treatment re compulsive gambling; requires lottery personnel & lottery retailers to receive certain education; requires retailers of lottery tickets to provide notice of tollfree problemgambling hotline, etc. Amends 24.105,.112, 550.054, 849.0931.
