Florida Racial Justice Act; creates said act; prohibits imposition of death sentence that is sought on basis of race; provides standards & evidentiary guidelines for finding that sentence was sought on basis of race; provides procedural guidelines; specifies that defendant's burden of proof is by clear & convincing evidence; provides applicability.
