Environmental Control; provides that Board of Trustees of Internal Improvement Trust Fund & state may not control, regulate, permit, or charge for specified removed organic detrital material; requires DEP to develop by rule standards which provide specific criteria for removal & replanting of vegetation permitted under Florida Aquatic Weed Control Act, etc. Amends 253.03, 369.20, 403.813.
