Health Care; transfers powers, duties, functions, & funds of CFS Dept. re alcohol, drug abuse, & mental health programs, including mental health institutions, to Health Dept.; authorizes Health Dept. to organize & classify positions transferred; establishes within Health Dept. a Division of Mental Health & Division of Substance Abuse; provides for behavioral health care transition advisory committee; provides for rules, etc. Amends 20.19,.43.
