Sarasota-Manatee Airport Authority; (Manatee & Sarasota Counties) revises membership of governing board authority; provides for designating certain positions on governing board to residents of Manatee Co. & certain positions to residents of Sarasota Co.; provides for Governor to appoint members of governing board; provides for referendum; provides that candidates elected in year 2000 do not assume office if referendum is approved, etc.
