Navigational Access Channels; provides legislative intent; exempts specified residential community in Santa Rosa County from requirements re construction, connection, & maintenance of said channels; exempts such residential community from fee & permitting requirements of specified provisions; regulates construction, connection, & maintenance of navigational access channels; requires DEP to use project undertaken pursuant to act as pilot project, etc.
