Motor Vehicle Dealers/License; prohibits granting of replacement application until exhaustion of appellate remedies re certain complaints against licensees; provides grounds for denying, suspending, or revoking license; requires maintenance of certain records; revises provisions re unfair cancellation of franchise agreements; provides standards for determining when agreement is unfair, etc. Amends Ch. 320.
