Inmate's Family Communications; provides legislative findings re telephone communications plans for inmates; requires report to Legislature & DMS; requires DMS to select communications plan to be implemented by DOC & to issue request for proposals therefor; provides for commissions to be collected by DOC & to be deposited into Inmate Welfare Trust Fund; revises provisions re visitation. Amends 944.8031.
