Reapportionment Commission/Creation; constitutional amendment to create legislatively appointed commission, instead of Legislature, to redraw Fla. congressional districts & reapportion state legislative districts, beginning 2001; provides for Supreme Court review of commission plans & for Supreme Court redistricting or reapportionment when commission fails to adopt plans, etc. Repeals s. 16, Art. III; creates s. 10, Art. II, s. 26, Art. XII.
