Adoption/State Employees/Benefits; provides monetary benefit for state employee who adopts child or special needs child; defines "special needs child" for purposes of act; provides procedure; provides for eligibility for parental leave & conditions of such leave; clarifies provisions re commencement of parental leave; provides conforming provisions. Creates 110.152; amends 110.221.
