Medically Essential Electric Utility; requires continuation or restoration of medically essential electric service for certain customers under certain circumstances; requires Public Service Commission to adopt rules re physician certificates of medically essential service requirements; authorizes utilities to disconnect electric service under certain circumstances; requires notice; provides responsibilities for customers requiring such service, etc. Creates 366.15.
