Construction; establishes building code enforcement officials' bill of rights to provide special procedures for investigation of complaints against such officials; revises intent re examination required for certification as building code administrator, plans examiner, or building code inspector; revises grandfathering provisions for certification of registered electrical & alarm system contractors, etc. Amends FS.
