Revenue Sharing/Municipal Government; transfers net proceeds of municipal fuel tax to General Revenue Fund; transfers percentage of State Alternative Fuel User Fee Clearing TF proceeds to General Revenue Fund, revises other transfer percentages, & eliminates transfer to Revenue Sharing TF for Municipalities; eliminates transfers of net cigarette tax collections to Municipal Financial Assistance TF & Revenue Sharing TF for Municipalities, etc. Amends FS.
