Florida Everglades Restoration Act; creates said act; defines term "restudy project component"; provides legislative findings; provides for proceeds of bond sales to be deposited into Florida Everglades Restoration Trust Fund; provides criteria for restoration projects; provides for payment of debt service on bonds; provides limitations on amounts transferred to trust fund. Creates 259.202; amends 201.15.
