Financial Emergencies; cites act as "Local Government & District School Board Financial Emergencies Act"; makes provisions of act applicable to district school boards; modifies definitions & purpose; modifies conditions for determining financial emergency; requires district school boards to notify Education Commissioner & Legislative Auditing Committee when such conditions exist; prescribes actions to be taken by commissioner upon notification, etc. Amends 218.50.504.
