Mobile Home Parks; defines term "pass-through charge"; authorizes Florida Land Sales, Condominiums, & Mobile Homes Div. of DBPR to enforce provisions re said park owner's general obligations; empowers local governments to establish alternative dispute resolution forums; authorizes division to take certain action against parties not acting in good faith; provides judicial guidelines for determining unreasonable rent increases, etc. Amends Ch. 723, 320.77.
