Governmental Reorganization; strikes reference to performance by Secretary of State of constitutional duties; redefines term "Cabinet" as used in provisions re structure of executive branch to conform to changes made to State Constitution; provides for structure of Dept. of State & provides for appointment, term of office, & duties of department head; revises Great Floridians program administered by Historical Resources Div. of Dept. of State, etc. Amends FS.
