Workers' Compensation; clarifies legislative intent that terms "net premiums written" & "net premiums collected" as used in Workers' Compensation law, include ceded reinsurance premiums in accord with original intent; revises Special Disability Trust Fund's annual assessment criteria re excluded ceded reinsurance premiums; reduces assessment rate for calendar year 2001, etc. Amends 440.49,.51. APPROPRIATION: $250,000.
