Health Care; places emphasis on primary care physicians rather than family physicians; establishes program for graduate medical education innovations; modifies definition of term "teaching hospital"; increases Medicaid reimbursement limitation for certain hospital outpatient services; provides exceptions to Medicaid reimbursement limitations for certain hospital inpatient care, etc. Amends 381.0403, 408.07, 409.905,.908.
