Private Property Rights; redefines term "action of governmental entity" & terms "inordinate burden" or "inordinately burdened"; provides that specified action by governmental entity creates rebuttable presumption of inordinate burden; provides criteria for court to consider in claims for compensation. Amends 70.001.
