Administrative Procedure; increases maximum net worth for qualification as small business party under Florida Equal Access to Justice Act; revises requirements for pleadings, motions, & other papers filed under Administrative Procedure Act; provides that resident of this state who is not substantially affected person may not initiate certain administrative proceedings under Environmental Protection Act of 1971, etc. Amends 57.111, 120.52,.569,.595, 373.114, 403.412.
