(RAB); amends provision re primary care services; requires dept. to adopt certain rules developed by State Health Officer; requires adoption of rules re fees for services rendered through county health departments; amends provision re prevention & control of communicable diseases & AIDS; amends provision re family planning services; provides for rules administering provision of such services, etc. Amends FS.
