Florida Clean Elections Act; creates said act; provides for clean money campaign funding for candidates; provides for seed money contributions; provides additional benefits for participating candidates; provides for disclosure of excess spending by nonparticipating candidates; requires publicly funded TV & radio stations to provide free coverage of specified elections; provides limits on contributions to political parties, etc. Amends Ch. 106.
