Taxes on Severance of Solid Minerals; increases amount of funds credited to Minerals Trust Fund from severance taxes that remains in trust fund at end of fiscal year; revises distribution of revenues from tax on severance of phosphate rock under specified circumstances; repeals provision which requires that when county accepts donation of real or other property from producer amount of proceeds of said tax returned to that county be reduced by value of donation, etc. Amends FS.
