Florida Prompt Payment Act; redefines terms "purchase" & "construction services", & defines terms "payment request" & "agent" for purpose of Fla. Prompt Payment Act; provides for timely payment for nonconstruction services; provides for interest rate on payments due from local government not made within certain time period; revises language re bond of contractor constructing public buildings, etc. Amends Ch. 218, 255.05, 715.12; creates 255.049.
