South Florida Water Restoration Act; creates said act; defines term "restudy project component"; provides legislative findings; provides for deposit of specified funds into South Florida Water Restoration Trust Fund; requires specified matching funds from existing ad valorem tax revenues; provides criteria for restoration projects; provides uses of funds; revises distribution of documentary stamp tax revenues. Creates 259.202; amends 201.15.
