Managed Care Org. Accountability Act; creates "Managed Care Organization Accountability Act of 2000"; provides legislative intent & definitions; provides for responsibility to patients; provides duty to exercise ordinary care when making health care treatment decisions; provides for liability; provides certain defenses in actions against health insurance carrier, HMO, or managed care entity; provides severability.
