Osceola County Sheriff's Office; provides for authority of sheriff over appeal hearing proceedings; revises requirements for membership of Career Service Board; provides for alternative appointee to board; provides rules re impasse on appointment of fifth board member; requires advance approval of entire board to replace or substitute seated board member; increases number of days for board to hear appeal; revises compensation for certain witnesses before board.
