DEP/Trust Fund Moneys/Waste Exchange; directs DEP to include in its annual legislative budget request funding for the Southern Waste Information Exchange, Inc., to operate & maintain waste exchange; redefines term "storage" & defines term "hazardous waste transfer facility". Amends 403.703.
