Land Acquisition & Management; requires condemning authority in eminent domain proceeding to notify fee owner of certain information & provide fee owner with copy of certain statute sections prior to or concurrent with authority's making written offer of compensation to fee owner; authorizes water management districts to grant utility easements on district-owned lands in order to provide utility service, etc. Amends Ch. 373, 73.015, 270.11, 712.04.
