Self-Insurers; transfers operation of provisions requiring securing of payment of compensation by employers from Workers' Compensation Div. of LES Dept. to Fla. Self-Insurer's Guaranty Association, Incorporated, & DOI; provides for allocation or payment of state funds to association for certain purposes; transfers powers & duties of LES Dept. re association to DOI & revises such powers & duties, etc. Amends 440.38,.385,.386.
