Red Light Safety Act of 2001; creates said act; defines term "traffic infraction detector"; authorizes counties & municipalities to enact ordinances permitting use of traffic infraction detectors; provides penalties for traffic control signal violations detected by said detectors; prohibits issuance of license plates or revalidation stickers when fines are outstanding for violations detected by said detectors, etc. Amends 316.003,.0745, 320.03.
