Vacancies in Office; defines term "qualify for office" for purposes of determining whether vacancy has occurred; describes ad interim term of office; requires certain persons appointed to office to be United States citizens & residents of state; requires all officials making appointments that are subject to Senate confirmation to follow certain procedures; provides for filling certain vacancies on Public Service Commission. Amends 114.01,.04,.05, 350.031.
