GENERAL BILL by Ethics and Elections ; Ethics and Elections ; (CO-INTRODUCERS) Posey ; Lawson ; Bronson ; Sebesta ; Brown-Waite ; Dyer ; Smith ; Constantine ; Carlton ; Jones ; Crist

Elections; creates Fla. Election Reform Act of 2001; removes provisions re voting systems that use voting machines or paper ballots; prohibits use of punchcard voting systems; provides procedures for voting & counting provisional ballots; substantially modifies standards & procedures for manual recounts; provides for absentee ballots for overseas voters; provides for voter education & for Voter's Bill of Rights & Responsibilities, etc. Amends FS.
