Election Recounts; defines terms "overvote" & "undervote"; clarifies standard for counting votes on spoiled ballots; clarifies timing of official election returns; modifies deadlines for submitting unofficial returns; revises requirements for automatic machine recount; substantially modifies standards & procedures for manual recounts. Amends 97.021, 101.5614, 102.141,.166.
