Certified Capital Company Act; redefines terms "early stage technology business" & "qualified distribution"; defines terms "Program One" & "Program Two"; revises procedures & dates for certification & decertification under said programs; revises process for earning premium tax credits; provides limitation on tax credits under Program Two; authorizes Banking & Finance Dept. to levy fine; provides for distributions under both programs. Amends 288.99.
