Foster Care; requires CFS Dept. recommend visitation schedule; provides that certain children must be assessed for placement & placed in licensed residential group care; redefines term "related services"; provides for comprehensive residential services to children who have extraordinary needs; provides for compliance with uniform fire safety standards; authorizes dept. to conduct criminal records checks, etc. Amends Chs. 20, 39, 409, 435, 784.
