Need-based Financial Aid/University; amends provision re need-based financial aid; requires state to set aside money to fund need-based scholarships at certain state universities; provides formulae for determining number of said scholarships to be funded at each school; prescribes qualifications of students who may receive said scholarships. Amends 240.418.
