Insurance; revises time periods for notice for bringing certain actions; authorizes DOI to adopt rules; proscribes conflict of interest activities of licensee-affiliated parties under certain circumstances; clarifies application of time of payment requirements to self-insurance funds; revises HMO annual reporting requirements; provides for risk-based capital for HMOs; requires HMOs to file certain comprehensive business plans, etc. Amends FS.
