Comprehensive Everglades Restoration; requires South Florida Water Management District to submit certain information to Joint Legislative Committee on Everglades Oversight; creates Comprehensive Everglades Restoration Plan Regulation Act; provides for regulation of comprehensive plan project components; provides for acceptance of Phase II Lake Belt Plan; provides for certain lands to be made available to DEP to be used for land exchanges, etc. Amends Ch. 373, 378.4115, 403.088.
