Florida Clean Elections Act; creates said act; provides eligibility requirements for clean money campaign funding for candidates for statewide or legislative office; provides transitional requirements for current election cycle; provides continuing obligation to comply; provides limitations on contributions & expenditures; provides limitation on use of personal funds; provides for seed money contributions, etc. Amends Chs. 106, 102, 199, 320, 322, 328, 607.
