Tampa-Hillsborough Co. Expressway; authorizes finance of specified project through issuance of revenue bonds; provides mitigation requirements on certain expressway authorities; provides exemption to Florida Expressway Authority Act; expands use of bond financing; authorizes refinancing with bonds; authorizes issuance of bonds; provides section does not repeal, rescind, or modify specified provision. Amends Ch. 348, 373.4137.
