Environmental Control; grants DEP additional enforcement powers for aquatic plant control; revises judicial & administrative remedies for violations of environmental laws; provides for administrative penalties; requires DEP to report to Legislature; provides for legislative review; provides for membership on Manasota Basin Board & for resolution of tie votes. Amends Ch. 403, 369.25, 373.0693.
