Health Care/HMOs/Civil Actions; revises award of attorney's fees in civil actions under certain circumstances; authorizes civil actions against HMOs by certain persons under certain circumstances; provides requirements & procedures; provides for liability for damages & attorney's fees; requires advance posting of discovery costs; establishes exclusive liability of HMOs; provides application, etc. Amends 641.28,.3903,.3917, 440.11. APPROPRIATION: $112,000.
