Certificate of Need/Heart Surgery; provides criteria for review of certificate-of-need application for establishment of adult open heart surgery program in county in which none of hospitals has existing or approved adult open heart surgery program; requires agreement that certain percent of Medicaid & charity patients be served; authorizes certain facilities to request exemption from certificate of need process, etc. Amends 408.043.,036.
