Health Care Consumer Advocate Office; creates Office of Health Care Consumer Advocate in Legal Affairs Dept.; requires certain entities to publish toll-free telephone numbers & prescribed statement; authorizes Health Care Consumer Advocate to have access to records maintained by certain state agencies; requires Attorney General's Office to provide certain legal assistance to said office, etc. Creates 16.65; amends 408.10, 570.544, 641.60,.65,.70. APPROPRIATION.
