Fla. High-Speed Rail Authority Act; creates said act; provides legislative findings, policy, purpose, & intent re development, financing, construction, & operation of intrastate high-speed rail transportation system in state; creates Fla. High-Speed Rail Authority; assigns authority to DOT for administrative purposes; requires authority to designate local areas of state to be served by intrastate high-speed rail transportation system, etc. Amends FS. APPROPRIATION.
