DUI/Third Degree Felony Penalty; provides third degree felony penalty for third or subsequent conviction for driving under influence; provides for minimum term of imprisonment of 3 days for first conviction for driving under influence; conforms provisions in sentencing guidelines. Amends 316.193, 921.0022.
