Florida Safety Belt Law; creates "Dori Slosberg Act of 2001"; deletes obsolete language; provides for all persons in motor vehicle to wear safety belt; revises said law to eliminate requirement that law be enforced as secondary action when driver of motor vehicle has been detained for another violation; provides restrictions on authority to search based on safety belt violation. Amends 316.614.
